OSAPER (Organisation pour Sécurité Alimentaire et Promotion de l'Emploi au Rwanda) is a national non-governmental organization established to address food insecurity, unemployment, and poverty challenges affecting communities in Rwanda.

OSAPER's mission is to fight famine and poverty by promoting food security, improving storage and management of cereals through community cereal banks, and supporting employment creation and socio-economic empowerment of vulnerable populations in Rwanda.
OSAPER works through community-based participatory approaches, partnerships with local authorities, cooperatives, and development stakeholders. We provide training in agricultural management, entrepreneurship, and cooperative development while establishing community cereal banks and promoting sustainable agriculture.
OSAPER serves smallholder farmers, youth and women groups, vulnerable households, cooperatives and community associations, and rural communities facing food insecurity across Rwanda.
