OSAPER (Organisation pour Sécurité Alimentaire et Promotion de l'Emploi au Rwanda) is a national non-governmental organization established to address food insecurity, unemployment, and poverty challenges affecting communities in Rwanda. The organization was created following observations that agricultural surplus during production seasons often leads to shortages during off-seasons, resulting in famine, poverty, and social vulnerability.

Our mission is to fight famine and poverty by promoting food security, improving storage and management of cereals, and supporting socio-economic empowerment.
